Where Does Vortex Expect to Find .esm and .esp Files?

[EDIT: I just found a solution in another thread on this forum. I had to go to the Plugins tab of Vortex and enable the .esm and .esp files. Then I had to download v1.5 of ApachiiSkyHair to get ApachiiHairFemales.esm. It all seems to be working for me now.]

I just did a fresh install of Skyrim with Dawngaurd, Hearthfire, and Dragonborn. Before playing, I'm adding some mods with Vortex. It says I'm missing some .esm and .esp files. However, all these files are already in my Skyrim root directory (C:\Program Files (x86)\Steam\steamapps\common\Skyrim).

I haven't messed with these files at all. How can Vortex find them? Do I need to copy them to another directory?
