I have gotten a computer that I am sharing with someone else. I want to mod some games and not let them have the ability to change or get into my mods. Is it possible to lock my profile or anything?

Account sharing is not allowed on the Nexus. The other person you're sharing the computer with has to have an account of their own.

From the terms and policies:

One account per person
Members are only allowed to be in possession of one account on the site. Members caught using more than one account will be regarded as attempting to exploit or circumvent features on the site and will have both their accounts banned. If you are experiencing problems with your account please contact the admins using the Contact Us links on the sites and we'll work to resolve the issue for you.

If it's a relative or someone from the same household, this applies as well:

Accounts from the same household
If more than one person from the same household wishes to create an account then please report such intentions to our moderator team to avoid potential misunderstandings. Be aware that if a member of your household receives a ban and we have enough reason to believe that the user has created or is using another account your entire household may be blocked from accessing Nexus Mods to prevent that user from gaining access to the site.

It’s a matter of they played the game on their Microsoft account on the same computer and it modded their game. They didn’t intentionally try to use my stuff, they didn’t want mods, but their save file got modded from my account

NMM has the ability to have different profiles,  Normally this is used for different game configuration, but it can be used to allow separate users to have separate game configurations.   Just remember to verify/change the profile before starting your game.

He's not even talking about that.

He's talking about installing mods in his game, using Nexus Mod Manager on one account of his computer, and when the other user logs onto his computer using their account, whether they have access to his Nexus MOD Manager so they can or can't uninstall/change the MODS he's using on his Computer.

I would think you should be able to handle this by:

1) Establishing and using separate accounts on the computer.  That in itself would put your documents, saves, application context in different directories and the OS would use the correct one for the current user.

2) Set the security profiles of your game and NMM installation so those applications can be run only by your login account.  That would prevent anyone else from being able to run them.

Like Pasquale already said, the best thing you can do is to make separate user accounts for you and your friend with two separate installs of NMM, one for each account.  Using more than one profile with NMM has never worked like it should anyway.  Besides, two accounts is way safer too.  It has the unconvenience that both of you will have to log-on every time you use the computer, but that's always better than running into trouble, be it with software shenanigans or the Nexus rules...

It would appear so, but as others have pointed out, an option would be to create a separate account for the other individual and make it so NMM can only be run on the login credentials. Two accounts, two profiles.
