ENB .dll locked by TESV.exe after exiting game

Hey tech wizards,

Ever since I moved my MO2 Skyrim install to Windows 10 I've been encountering a really strange issue:

Any dlls the game uses (such as ENB's d3d9 and SKSE plugins) stay "locked" by the game executable TESV.exe even after I exit the game (the error window says "Can't delete the file because it's open by TESV.exe process")

The exe file is not anywhere in the Task Manager and using IIbit Unlocker to unlock the files doesn't change anything.

As a a result, I can't test ENB presets and SKSE plugins without relogging into Windows after every game launch, which gets more irritating every several months.

 

Any ideas how this issue could be fixed? I've never had this one on WIndows 7.
