I deleted all my mods and even full vanilla I keep getting these stretching problems

so...I was playing skyrim SE and all was well until I suddenly decided to enchant my fur armor...this is a low level character...the next thing I know ALL the armpits are weighed incorrectly! even a full purge of mods a new game and even a uninstall/reinstall did not fix this! its most noticeable on fur armors

what the H3LL is this and how do I fix it! I do not use custom skeletons but I'm tempted if it fixes this problem!
