Cannot get Vortex to work with Fallout 4

So I installed Fallout 4 today on a separate hard drive. Drive (H)

 

I have vortex installed on same drive drive (H)

 

I have auto deploy turned on.

 

I have script editor.

 

Vortex recognizes Fallout 4 loaded on system.

 

I go to nm to download a mod.

 

I downloaded start me up to test Vortex. Vortex installed the mod and i clicked enable. I got no alerts or errors. I run the game and after character creation nothing happens. Thinking its the mod I installed a hair texture mod to test earlier modding, enabled said mod and the game did have any hair textures.

 

I closed the game reinstalled Vortex again to H drive. Still no mods. I manually dropped mod file in the game to confirm it worked and it did. No mods are enabling through Vortex. I have followed all youtube videos. Installed and reinstalled Fallout and Vortex changed settings and edited the pref and ini files.

Go to the SETTINGS tab, then MODS, what is the DEPLOY method listed there, and what drive is the mod staging folder on?

Try also hitting Deploy, even though you set it to Auto.
