Steam stopped recognizing my local files without warning just after I followed all the directions on uninstalling the mod Erotic Art for Fallout 4 as I was upgrading and my ESL instance was no longer supported by the mod author. Somehow this led to Steam not recognizing ANY of the local files as even installed. I suspect another forced "update" from Microsoft as a matter of course like all the long-suffering Windows 10 victims.

disable (not uninstall) mods and manually delete files inside Fallout 4 folder in documents without touching the Saves folder or F4SE.

then restart game from steam. 

then re-enable mods
