all the files are in your data folder. delete that they go away.

Further clarification, if you UNINSTALL a game, and there are files (Mods, etc) in any of the folders, then they won't be removed, because the Steam uninstaller only knows to remove the game files, so the uninstaller ends up leaving folders with old mods in them anyway.
That is why you MUST Delete the game folder after you uninstall the game.
Otherwise you're going to put yourself in a loop of
1. Uninstalling
2. Steam uninstaller leaving all the files you added in their folders
3. Reinstalling and finding the same problem.
4. Goto 1
