Adding mod items/looks to NPCs?

Apologies if I'm posting common knowledge or in the wrong section.

Does a mod exist that adds mod inventory (weapons, outfits, etc.) and/or looks (tattoos, makeup, etc.) to randomly generated NPCs/enemies? I have all these lovely clothing packs and cosmetics provided by the lovely mod community, but my character is the only one that can use them (aside from directly giving items to settlers/companions), which feels like a waste.

I'm rather ignorant of the inner workings of the technology itself, so if NPCs aren't truly random like I suspect, is it at least possible to add inventory to the settler/resident level lists (if I'm using that term right)?

(Bonus info: I am using Better Settlers so not everyone in showing up in a freaking three-piece suit, which used to drive me mad, but just seeing more variety from mods clothing would be cool. Also, I get overwhelmed if a game change requires navagating spreadsheets and manipulating strings of data more complicated than editing the ini file, but I understand if that's litereally the only way to do it.)

Thank you for any help provided. Again, sorry if I'm just missing something obvious.

For those settlers that annoy you NOW the most:

Not automated, but you can change settlers by using showlooksmenu.

Click on a settler and see its ID.

In the console enter:

showlooksmenu ID

Just ignore any leading 0's - this does not apply if there are leading F's.

For long term...

I would assume that there exists something like a 'level-list' or for a better wording 'clothing-list'... (idk how they are called in Fo4, but something like this MUST exist)

One would need to edit those lists with items from your mods (and save it as an extra mod, thought that might be possible via esl).

I havent done anything like it before, so cant give you more advice / information on this.

Hope this helps

As far as I know, LooksMenu doesn't work on settlers. I hear its because their faces are generated from templates.

Yes, you can add clothes, weapons and items by editing the level lists. This is not as easy as it sounds. There are level lists inside level lists inside level lists. It could be confusing understanding how they work. Any edits to level lists work best from a fresh start. For testing purposes in existing saves, you can try spawning NPCs with console commands.

Better Settlers mod already has option to improve the inventory when it comes to armor and weapons. There is also an option to work together and use the clothes from Eli's Armor Compendium. Better Settlers probably relies on the leveled lists of Eli's Compendium. I don't like how the level lists of that mod are done, so if that's the case, there is high chance a settler will spawn naked(wearing only gloves or a scarf). The reason is that there are accessories mixed with clothes inside some of the lists.

This mod https://www.nexusmods.com/fallout4/mods/21248?tab=description adds a lot of faces and even randomizes bodies, including body textures and tattoos. It is quite a huge mod. It doesn't add anything to their inventory though.
