If the Evacuation alarm is triggered there are a set of conditions that allow a chance for some scientists and synth gorrilas to spawn as refugees.

I would like to see this made certain and expanded.
If you set the evacuation you get the unique settlers, for sure.
I would also like more innocents and indifferents to be included, residents and children, the two synth vendors to be tier 4 workshop vendors, Eve the experimental prototype, Madison Li if she is still there for you, and anyone attempting to fight for good/change from within the Institute.

(Please try to make sure refugee Synth Gorillas and Tamed Ghoulrillas don't fight.)
