[1.4.2] "Skins.xml is now moddable"

Anyone have any idea what has changed? I can't find any differences, nor in the way we have to implement the skins.xml.

 

 

I've been waiting for the new patch to implement my own skins.xml for Calradia Awakens to add fantasy race support, but I'm curious if there is a more efficient / compatible way of doing it that has been added.
