If the APPLY button is grayed out, then it's the DEFAULT and has already been applied

What if it then tells me my file system no longer supports hard link?

Then your File System must not be NTFS, and is Fat32 or something

Sounds like your MBR is messed up or something

So I checked it the file system is NTFS it just seems that if I open the game through the F4SE launcher it weirdly changes the deployment to mobile and I canât tell why, however if I open it through vortex it still doesnât work

Do you have F4SE set to PRIMARY in the Dashboard?

Do you have it installed properly?

[ Installation ]

1. Copy f4se_1_10_64.dll, f4se_loader.exe, and f4se_steam_loader.dll to your Fallout installation folder. This is usually C:\Program Files (x86)\Steam\SteamApps\common\Fallout 4\, but if you have installed to a custom Steam library then you will need to find this folder yourself. Copy the Data folder over as well.

2. Launch the game by running the copy of f4se_loader.exe that you placed in the Fallout installation folder.

I didn't ask you that, I asked you if you installed F4SE properly, and showed the installation instructions.
So, did you install it properly?

What drive do you have your Mod Staging Folder installed on?

What Drive do you have your game installed on?
