Please see the wiki "Missing Masters" article.  (When you say FNVEdit was used, I have to assume you missed something.  It's the most reliable way I know of.)

solution: fengshuitemplate needed "Feng Shui.esp" to work, but theesp was named mistakenly "Feng Shui NV.esp" i just renamed this last one and now it works!

Yeah, those are two completely different file names.  Similar enough to confuse in memory but distinct enough for the computer to fail to match.  You could have fixed by renaming it the other way (in the mod itself) as well, but your solution was easiest.  Happens more often than authors would like when converting between games.
