Quest and dialogue problem.

I have a problem with quests that won't start and complete. I want to start the confidence man dialogue quest but Vadim won't give it to me, I did all the prerequisites such as visiting Travis, getting the message from the DC guards and buying and drinking but he seems to not give it to me. I also had an issue with Settlement defense quests not rewarding me with caps(still got the exp tho) even after completion which I ignored because I thought it was a sacrifice of having my mod setup and load order the way it is. Strange thing about it is that after defending a settlement the settlers would only congratulate me and give me a response, after that response the dialogue would not advance and just repeat. I don't know what causes this issue. My pc is a MSI GF65 2tb ssd with an RTX 2060 graphics card, Here is my mod load order.
