[Calippya]

Hi. I was hoping some one out here knows if there are any rare or uncommon city special level ups because I have never got one, I've never know how to enchant a city either... (go figure) and I haven't been able to find a file that gives me the "level ups" for the cities so i could turn off uncomon ones ( delete put 1 or 0 w/e)

any and all help is appreciated!!
