New Faction To the Commonwealth

A small fleet of vertibirds flies in from the south-west, the vertibirds are in decent condition and mobilize towards Mass Pike Interchange. A barrage of miniguns can be heard, eliminating any threats at the location. Four vertibirds land on the interchange and blue painted soldiers step off to secure the site using laser and assault rifles. This is the start of the Nuklearpolizei.

[This is what I would imagine for the storyline of the Nuklearpolizei, but it can be changed to be easier on the Modder or for storyline purposes]

The player may interact with the Nuklearpolizei at level 10, when a radio broadcast becomes available, indicating the Nuklearpolizei have taken over the Mass Pike Interchange and that they are setting up an outpost. The player will be halted by a Soldat and asked for their name and intention, the player can choose to answer truthfully, lie, ask why, or act rude. The Soldat will speak in regards to the area being off-limits as a site for the Nuklearpolizei and nobody outside may enter. The player is given an orange speech check to pass through, if successful, the player is allowed in and directed to the commanding Geist of the unit; if unsuccessful, the player will be told to leave and cannot re-engage in conversation. If the player is level 20, a mission will be started: "The Nuklearpolizei", in which, the player must go to the Mass Pike Interchange and help fend off the Gunner attack. When the Gunners have been defeated, whether or not the player has interacted with the group prior, the nearest Soldat will thank the player for their help and tell the player to meet with the commanding Geist of the unit.
The commanding Geist, Lukas, will ask the player about their qualifications of being in the base. The player can answer (if male) about being in the army pre-war or (if female) about being married to a pre-war soldier [Orange speech check, if pass, the Geist will believe him; if not, the Geist will make a remark about dishonoring the Nuklearpolizei], can say that "I've survived this long in the wasteland", be rude, or (if level 20 and helped in the defending against the Gunners) may talk about helping protect against the Gunners. If the player has not helped with the Gunners and has been respectful, the player will be granted Recruit as their title. If the player had attacked the Gunners, the player will be granted Infantry as their title. (Either rank will complete the mission and start the mission: "Trial by Radiation") If the player has been rude to the Soldat and/or Geist Lukas, the player will be asked to prove their worth to the faction in order to get a rank. (This will also complete the mission and start the mission: "Trial by Radiation"). (3)

Trial by Radiation will take the player to the Mass Fusion Disposal Site to clear of hostiles. Upon returning to Mass Pike Interchange, the player will be granted rank of Recruit (if not already or is Infantry) and will be allowed to enter the Nuklearpolizei outpost as well as interact with the soldiers and merchant. Upon completion of the mission, Soldat Clemens will ask the player to look for a crashed Vertibird in to the south (Vertibird Wreckage) that the fleet had seen on their way to Mass Pike Interchange. The player may refuse or accept. If refuse, the player may inquire again later; if accept, the mission "Scavenger" starts.
Scavenger has the player travel into the Glowing Sea to find the Vertibird Wreckage. Once there, the player will find a steamer trunk with a holotape, Assault rifles and dog tags. (named "Vertibird C03-B223 Flight Log" opening up to error messages on the logs excepting the final log: "OCT 21, 2077: Core systems shut down. Rotary control system - unresponsive. Gyroscope - unresponsive. Distress signal - unresponsive. Radio communications - unresponsive. ERROR-ERROR-ERROR-ERROR-ERR...") Once the player has retrieved the holotape and returned to Soldat Clemens, the player will be rewarded with 200 caps and Soldat Clemens will become a companion.* The player may go to Geist Lukas for more missions. Such missions include clearing a site of hostiles, claiming settlements for the Nuklearpolizei or retrieving (randomized) junk for scrapping.
At level 30, a message over the Nuklearpolizei's radio frequency will alert all Nuklearpolizei to report to Geist Lukas for debrief on a classified mission. By interacting with Geist Lukas, he will mention that a final battle against the Children of Atom requires tremendous preparation and a large stockpile of medical supplies, food, water, weapons and ammo. The player will then be notified of having to go to different settlements (either allied to the Nuklearpolizei or not) and retrieve said supplies (similar to the side quests given by Proctor Teagan of the BoS, in which the player may purchase, persuade or threaten the settlement into giving supplies) which will put the player on track for becoming a Feldwebel.
If the player, instead, speaks to Geist Lukas about personally donating supplies, Lukas will inform the player that it would be better to get the supplies from the settlements and give them to Feldwebel Johanna. Speaking again to Lukas, a yellow speech check, orange and red speech check are presented: yellow-tell a Soldat to do it for you, orange-convince Lukas to allow you to donate your personal supplies, red-convince Lukas to initiate the final battle without the supplies. By passing a yellow speech check, the player will convince Lukas to get another Soldat to take your place (your reputation with the Minutemen and settlements are not harmed), by passing an orange speech check, you convince Lukas to allow you to donate your own supplies (donate 25 Stimpaks, 50 purified water, 25 food (any), 75 junk (any) and 100 rounds of 5.56 and Fusion Cells), passing a red speech check will persuade Lukas that the Nuklearpolizei are renowned for their capabilities and, thus, do not require so much to do this job.
If the player fails the yellow speech check, the player will be called a slacker and to get to work (end dialogue). If the player fails the orange speech check, the player will be firmly reminded that this is not a charity organization and to get the supplies from the settlements (end dialogue). If the player fails the red speech check, Lukas will become angry and belittle the player for trying to be so reckless as to potentially destroying an entire unit; threatening to not only strip the player of their rank, but exile the player altogether if they even think of saying that again (end dialogue). Regardless of outcome, the mission "Para bellum" will start.

Para Bellum will have the player go to another faction or three settlements and attempt to collect supplies or have the player donate their own supplies. The player may visit the Institute (Institute HQ), the Brotherhood of Steel (Cambridge Police Dept. or the Prydwen), the Minutemen (Paradise or the Castle) or the Railroad (Railroad HQ) and ask Father Shaun (Institute), Elder Maxon or Paladin Danse (Brotherhood), Preston Garvey (Minutemen) or Desdemona (Railroad) for supplies. If the player has completed the main storyline with any of these factions, they will have a better chance at convincing them to relieve supplies; if the player is allied to a settlement (Nuklearpolizei or otherwise) the player will have a better chance at convincing them to relieve supplies. If the player wishes to threaten a faction or settlement, they will lose all good reputation with the faction (become Neutral if Allies or remain Neutral) and the faction or settlements will have passive dialogue resenting the player (can be derived from the raider-enslaved settlements dialogues from the Nuka-World DLC) and Preston Garvey will hate the player despite being the General of the Minutemen (refer to Garvey dialogue from enslaving settlements in the Nuka-World DLC). If the player chooses to donate personal supplies, they must donate a section of supplies in full (ALL 25 stimpaks or ALL 50 Purified water or ALL 25 food, etc.). After the supplies have been obtained and given to Feldwebel Johanna, the mission is completed (player receives 1,000 caps), the player is given the title of Soldat and the mission "The Nuclear's Diffusion" will start.



The Nuclear's Diffusion has the player board a Vertibird and fly to Kingsport Lighthouse, Jalbert Brothers Disposal and Crater House to eradicate the Children of Atom (if the player has already cleared out the Children of Atom from all locations, Geist Lukas will tell the player that he is impressed and will give the player his special weapon 'Geiger's Counter', a Combat Rifle that deals +50% damage to beings with 200 Radiation resistance or higher). The player will be deployed at each location with two Soldats and have Vertibird minigun covering fire, once a location is cleared, the Vertibird will land nearby and pick up the player and the remaining soldiers and take them to the next location. Once the final location has been cleared, the player will be returned to Mass Pike Interchange. Here, the player will be given their final rank of either Feldwebel or Geist (Geist is only available to those that Donated their own personal supplies). The player will be notified of this rank change and will be given a paint job for their armor and Power armor (Feldwebel rank paint job and [if a Geist rank] a personalized set of T-45 Geist Power armor [Feldwebel PA paint job gives 1200 RR and Geist PA paint job gives 1500 RR]). Once the player has been awarded their new rank, the player will be told by Feldwebel Johanna that a final assault on the Crater of Atom will soon take place and to be ready. The player may speak with Feldwebel Johanna to start the mission, "Atom's Fallout"

Atom's Fallout has the player board a Vertibird that flies to the Crater of Atom. Two vertibirds land at the northern base of the crater and the player and their team must fight their way up the crater with Children of Atom resistance and Vertibird minigun covering fire. A total of 20 Children of Atom (modified to have more health and deal more damage) versus the player and their team of 7 soldiers (not including companions). When the player or the team kills the last Child of Atom, a random Soldat will appear and tell the player that Feldwebel Johanna wants to speak with them at Mass Pike Interchange, notifying the player that the Nuklearpolizei will work on cleaning up this nuclear hazard (soldiers will forever be seen at the area, but the crater will not change, indicating that they are still working on it). Returning to Mass Pike Interchange will have the player speak to Feldwebel Johanna and Geist Lukas. Both will congratulate the player on eradicating the Children of Atom scourge. Johanna will give the player four Nuklearpolizei Distress Signal (grenade) which will call a Vertibird and 4 random Nuklearpolizei faction members (under Feldwebel) to assist the player. These NDSs can be bought for 120 caps each from the faction vendor and a special T-45 Torso will be available for purchase (Nuklearpolizei T-45F Medic Pump Torso).

Just an opinion:

 

Persecuting the COA? Needs more Allen Lee. Needs more involvement with the Far Harbor COA storyline. And sound reasons to do so - possibly adding COA as a dangerous, Rust Devils like, settlement-raiding faction (making decon arches at settlements very non-optional if you do not want persistently sick settlers). Certainly a quest called "I shot the Strahlenbulle". Maybe a friendly run in with Tinker Tom and the Cabots. And StG44s.

Also... why not have these guys show up and be a nuisance whenever there seems to be a radiation incident - leaving "nuclear material" containing corpses unlooted, dropping any such items in the environment, leaving dead ghouls laying around inside settlement limits, expelling fusion cores, allowing settlement raiders to damage a vault tec or fusion reactor, overloading any of said reactor types, leaving fusion cores in PAs unattended, causing a car explosion or letting any enemy get away with causing one....
