Cant equip outer armors (like metal left arm or etc.)

What Happened Prior to Glitch: All was good until the fire nation attacked. and from there I got a new ENB that is way better than my old one so i edited my Fallout.ini to tweak the settings to acclimate it and then I turned off Enhanced lighting and FX mod in favor of Ultra lighting. That's all i remember changing.

 

The Problem: I can equip outfits such as the NCR Ranger armor but cant equip outer armors like "Leather Right leg or chest piece or whatever". Issue wasnt happening earlier today and i didnt mess with Armorsmith extended or anything but i do have those. Load order down below/
