Cannot interact with NPC's

[WEZ42]

Basically the title. I cannot for some reason interact with any NPC's in skyrim, which includes their dead bodies too. I don't have a clue as to what's causing this glitch. I have uninstalled all mods and reinstalled. I've tried deactivating mods I thought could be the culprits to no avail(Though I haven't done that as comprehensively as possible as I don't have a lot of time for modding these days). I've used LOOT and SSEEdit to clean problematic mods and ITMs and the like where necessary. I'm at my wits end and need help from anyone as I cannot figure out what's wrong. Below is my current load order.
