Dust Water Issue

You can try setting the default water height for that worldspace to something below the lowest point in the landscape.

 

If those cells aren't using the default water height, you will have to go cell by cell and change their water height to something below the landscape level. Center the GECK on that cell. Sometimes it helps to actually click on the cell to make sure you have selected the right one. Then go to World -> Cells and that cell should be the one that comes up in the editor. From there you can change the water level and you can also change the water type if desired. If you are trying to get rid of the water you'll probably just want to lower the water down below the landscape level and that's it.

 

You will probably also want to remove any fish since it won't make much sense for fish to swim through the air. Some retexturing of the landscape might be required to make it look decent, and you might have to redo the navmesh for those cells as well.
