Creating a new pipboy stat

upon further investigation I found these stat values under "Gameplay > Settings..." in the Geck. However, I cannot create a "New" one or "Duplicate" a preexisting one.

 

EDIT: I tried creating a new one in FNVEdit. It worked, but when I'm in GECK the new setting isn't displayed under "Gameplay > Settings..."

AFAIK, "unused" variables are "hard coded" names. But "unused" might mean "unrecognized" by this engine. Many (most? all?) are holdovers from earlier Gamebryo engine games. You might want to look into JIP LN NVSE Plugin added Auxiliary Variables (aka Aux Vars), by way of AuxiliaryVariableSetRef as an alternative.
