in game settings dont work (maybe one works but 99% of them dont)

The "in-game" sliders have limits to their settings. You can exceed those limits by editing directly in the INI file(s). (See Tweakguide's General Fallout game guide specifically for FO3 and FNV.) Some can also be similarly changed in mods:

* "JohnnyGuitar NVSE plugin".
* "lStewieAl's Tweaks plugin".

"Fake full screen" while in "Windowed mode" is (AFAIK) a specific mod just for that purpose. Also known as "Alt-Tab" fix in order to change the OS focus from the game window. There are:

* OneTweak for FNV

* Fake Fullscreen Mode Windowed - Alt Tab Fix

* GameCompanion - Fake Fullscreen Alt Tab Fix Gamma Screenshots and more

that I am aware of. There could easily be others as well as third-party programs designed to provide that functionality for multiple games (i.e. GameCompanion).

 

Reading between the lines of your latest post, it appears you are attempting to continue a "save game" after moving the game directory, but do not have the same list of mods as before FOR CERTAIN. Any time you remove a plugin from your current play-through "load order" you risk corrupting your save game files. This is because plugins typically store information there as to the state of their variables and quests. If you picked up a unique (non-vanilla) item added by a mod, that item (like any item you pick up) is stored in the save game, but also requires the plugin it came from to be available as that item's "source records". In the case of "body replacement" mods, especially if they use a "custom race", it is highly likely you will have to start over if you can't switch back to a vanilla race first. Hence the general advice to never remove a plugin from your current game.

 

Did you uninstall and re-install the game to the different drive? If you didn't then the registry is still pointing to the old location and will definitely give you problems. Please see the "Installing Games on Windows Vista+" article on how to "move" the game properly.

At some point you will either fix your problem, or have to decide it is just not worth further time spent pursuing that particular "save game" and start over instead. That is up to you to decide, but my advice would be to make that choice sooner rather than later under the circumstances you describe. Think of it as an opportunity to apply "lessons learned" towards a smoother game.
