Windhelm Texture Glitch

I'm getting a weird glitch in Windhelm. Basically, the texture of the pavement changes; it's loading one texture for the area closer to me and another for the pavement further away. It shifts as I walk. Really only noticeable around Candlehearth hall but very annoying. You can see it in this screencap in the red box. The break is very apparent. One texture gives way to another as I approach.

TBH, I've never seen something like this in my game.

Basically it looks like a texture or maybe LOD issue. What's strange is the rather short distance. Normally, this should be in a range, where the game simply uses mipmaps (smaller versions of the original texture, which are usually embedded in the texture file). I doubt that LOD already kicks in here.

So, some possible starting points:

1. texture replacers: What texture replacer are you using for Windhelm? And what happens, if you uninstall it (or try a different texture replacer)?

2. Do you use any mods changing the city? JKs series or other mods that enhance/change the city structure and its buildings?

3. Do you use custom LOD (LOD created by XLODGen and/or DYNDOLOD?

For further assistance, a load order would be helpful.

Thanks for your help, I basically disabled all of my mods in Vortex and started going through them one by one. After about 30 I found the probably culprit; a lighting mod that doesn't cause any other problems I am aware of.

After I disabled that mod the Windhelm pavement rendered properly again.

I let the mod author know this is a possible bug. It's too bad as well, because it's a pretty good mod otherwise.
