Below is a detailed outline for a plan for a mod that lets the dragon born usurp the leader of whatever side they chose to join in the war as high king/queen of Skyrim and govern as either a benevolent ruler or ruthless dictator.

Usurping

Once you take over the throne you can decide which palace to rule out of, the Blue palace or the palace of kings. This can be changed at any time. Whichever you chose will become a player home and have new utilities for ruling. The Jagged crown will spawn in a special box in what ever palace you first choice, this box will not move once the derision is made.

Ulfric
The first option with Ulfric is to kill him during the battle of Solitude with an Imperial sword to make it look like he was killed by them. (This will only work if no other Stormcloak sees you or you kill all that witnes it)
The second is to secretly poison him with the poisoned perk.
The third is to just kill him and any one else who opposes you.

Elisif
The first is to have someone desgiused as a Stormcloak assassinate her.
The second is to secretly poison her with the poisoned perk.
The third is to just kill her and any one else who opposes you.

Ruling

The utilities induce a royal coffer that is a player owned safe, a ledger to set tax rates, Shields that are used to select what Jarl is in-charge of each hold and a lantern for imposing curfews.

 

Crown level
Each thing you do as ruler of Skyrim effects how the people see you as represented by your crown level. Positive numbers mean they like you and you keep people satisfied, negative means they hate you.
Low and high levels have different consequences or rewards. These are assassination attempts on you and gifts from people. Assassination attempts can come from loyalists of the previous ruler you took the throne from or from citizens that hate you and become more frequent the lower your crown level is. Gifts can come from anyone that you have had a positive impact on. (ex the Dunmer of the grey quarter if you improve the standers of living) These gifts can be an amount of gold or any non unique item.
People you see and talk to will be rude or polite depending on your level.
Curfews and shurches can reduce the frequency of assassination attempts.

 

Curfews
Set curfews from anywhere between 8pm to 8am the next morning. How long curfews last for can be adjusted anywhere within those times. The longer a curfew lasts the more negative crown points you earn.
1 day -1
1 week -2
2 weeks -3
1 month or more -4
Removing a curfew gains you +1 crown point no matter how long it has lasted for.

 

Taxes
Taxes are set at percentage of income taken from each hold, they contribute to the royal coffers and are used to fund what ever changes you make to Skyrim. Taxes are collected and added to the coffers every Sundas. The amount of taxation affects your crown level.

10% +1
15% 0
20% -1
30% -2
45% -3
When taxes are collected the crown points are added to.

 

Shields
There are nine shield in which ever palace you chose to be yours, one for each hold. Activating them gives and option of two NPC's to be Jarl, the same two that would take the position if that hold changed sides in the war. (eg. siding with the Sormcloaks but wanting Maven in-charge of Riften) So each hold can have either the Stormcloak or Imperial Jarl once you have the crown.

Coffers
This is where the money from taxes goes after collection. You can remove as much as you like from it but removing any, even if it's just one piece, when it has less then 10000 gold in it will earn you -1 crown point. You can put as much of your own money in it as you like. Removing gold when there is more than 10000 will not affect crown level unless the total amount removed for your personal use brings it below 10000.

 

Hold specific actions

 

Here is a list of the various systems implemented in ruling Syrim and tracking the decisions made and impact they have. Each one is applied individually in each hold by talking to the Jarl.

Crime
Crime rates in differnt holds afect how safe the people feel and by extension how they feel about you as higher crime rates mean you are seen as not careing. On the other hand higher crime rates means the Thives guild and Darkbrotherhood will have an easyer time operating, something to consider if you are part of either.
Crime can be rejuced by implemening public survices and creating jobs by building new resorces. It can also be rejuced by curfews and surching people entering and leaving cities. Hiering more gaurds is also an option.

 

Positive actions (removing any of these gives negative points of the same value as putting it in)

 

1. Public survives
A: Education for children (Creates school buildings and children will be in them at certain times) +2
B: Funded health care +2

 

2. Extra resources (Constructs new buildings and creates jobs, getting beggars off the street)
A: Farms +1
B: Mines +1

 

3. Collage expansions (Gives them more and better stuff and adds more NPCs to study there)
Mages collage +1
Bards collage +2

 

4. Guild and religious funding/expansions (Gives them more and better stuff and adds more NPCs that join)
A: Companions +2
B: Dawn guard +2
C: Temples +1

 

5. Civil expansion and better housing for Dunmer and Argoians in Windhelm
A: New better grey quarter and proper Agonian housing +3
B: Proper wages for both +4

 

6. Un-baning Khajiit/Agonians/Dunmre ect from inside city walls
A:Exactly what it sounds like +1

Negative actions (removing any of these gives positive points of the same value as puting it in)

 

1. Executions
A: Choosing citizens to execute (careful not to kill everyone) -1

 

2. Re-banning Talos(if you took over the Stromcloaks)
A: If you joined Ulfric and took the throne from him you can re-ban Talos -5

 

3. Banning guilds (expert drakbrotherhood and thieves guild)
A: Making the Companions illegal -3
B: Making the Dawngaurd illegal -2
C: Making the Mages guild illegal -1
D: Making the Bards illegal -2

 

4. Banting more races from cities
Exactly what it sounds like (Nords are exempt from this otherwise there would be almost no one left) Each ban is worth -1

 

5. Surches
Shurching people coming in and out of cities. The longer people are being surched for the more negative crown points you earn.
1 day -1
1 week -2
2 weeks -3
1 month or more -4
Removing surches gains you +1 crown point no matter how long it has lasted for.



As I am terrible at Creation kit I can not make this my self. However if a modder takes interest in this and wants to make it with me I will plan and set out to locations for all the new structures and help where ever I can.

Ok very complexe you have been thi king about this a lot. I do have a sugestion, if you are male you can marry Elsif to gain the crown as the male line takes pressedence. If female you can marry Ulfrik then arrange a hunting accedent to take the crown.

Good suggestion, but i feel like gender should be irrelevant in it as it is with all the other marriageable NPCs.
