Settlers auto upgrading their weapons from workshops

I just happend to be monitoring Workshop.OnActivate during a 2 minute workshop combat session and was surprised to see HOW MUCH settlers check the workshop for upgraded weapons & ammo.

WorkshopNPC FF00371A 13 Activates, WorkshopNPC FF003167 8 Activates. They are doing this to any accessible container, including corpses.
I have a horribly script intensive soluton that forces actors to return any extra weapons & ammo when combat stops. Thing is, actors seem to switch CombatState between targets, rather than staying continoiusly in combat, which seems to trigger this looting.
No problem needs fixing, just an observation to share.
