SSE Vanilla NPC turning animations for player

Hello,

in game npc have this turning animation that the player can get with a glitch that has been around since release.

When you shout and the holding the button down, enter and exit water your character will get the animations as well kinda.

Is there a way to edit animation files to have it like this always? its basically just like the camera in oblivion.
