Skyrim .ini not updating/initializing

I recently downloaded Skyrim and made sure to run it once before downloading any mods. But when I start Nexus Mod Manager I get this message: You have no Skyrim INI file. Please run Skyrim to initialize the File before installing any mods or turning on Archive Invalidation. I have the .ini file. The ini file is on my C: Drive and the Skyrim Folder is on my E: Drive. The .ini file contains the following:

It seems that nothing has been configured when I started Skyrim the first time. I tried deleting and reinitializing the File multiple times, but nothing works. Any help would be appreciated. Thanks!

Is NMM installed on the same drive as as My Documents\Skyrim?

 

I really do not know if this makes a difference as I have Steam and NMM installed on the same drive. You also might try running "Rescan Installed Games" again.

 

Did you launch Skyrim from the Steam launch page?

 

Did you try validating master files.

 

I am just throwing out things you could try although I believe the problem may lie in where the folders involved are located.
