CTD issues in populated areas

Hello, I wasn't sure where to post this but I am seeking help with a Skyrim SE issue that's been wracking my brain for a while. The game works fine, but will suddenly crash upon entering a densely populated area, mostly towns.

Now I will say, it isn't just a crash. It will freeze for about 5 to 10 seconds after about a minute of working just fine in these areas and then crash. So 1 minute of it being fine, it freezes about 5 to 10 seconds, and then it CTD's, with no window or message.

Small taverns are fine, and outside wilderness is fine, even with mobs. It is not my specs nor my RAM. I have 20GB of RAM and more than enough horsepower to keep it at 60fps with minimal load times due to my SSD. It was working fine before, and I haven't tinkered with any mods on the list since it was working.

I have extensive modding knowledge, as I have been modding elder scrolls back when Oblivion first released, so my first guess would be BD 3BBB Armor Replacer, 3BBB itself or Bijin Skin, since they mess with NPC's. However, If that is the issue, I don't want to disable it. 3BBB is personally my favorite body/physics mod for Skyrim SE.

I have a tried a few small things, like cleaning my saves from older mod setups and whatnot, but nothing too technical yet.

If it is the case of those mods being an issue, I would rather get to the bottom of whats causing all the crashes, and fix it from inside the mod itself. Can I get any help? Here's my mod list, load order and specs for my computer.
From my knowledge, the mods don't collide with each other and have worked in harmony before, and there is absolutely no overwrites unless its with the body, which is needed.

I am also using skse64's newest version that came out on 2020-01-16 at 10:52 if that information is needed.

You mentioned "cleaning my saves from older mod setups" but have you tried this in a new game with no previous saves? That could eliminate saves as the possible problem.

Yes I have tried this multiple times on new saves. Even with a male character and all races, same thing every time.

Also, I want to note, I recently did a reinstall of the game, Nexus Mod Manager Itself, and all the mods in the designated order they should be installed in. Same files and everything, since I keep backups. I did update all the files to newer versions if they had a newer version at all, but I still get the same issue. I have a feeling the problem may be with the config of the cell edits in my Skyrim.ini file. Please let me know if these look out of place:

uInterior Cell Buffer=12

uExterior Cell Buffer=108

and the pre-load size limit to:

iPreloadSizeLimit=1048576000

I was told these values would work well with my setup, but these do also have to do with cell loading. Let me know if you can spot a problem, I am really trying to figure this out.

Is this happening when you exit the Winking Lizard or the Bannered Mare? That's the only time I've had that issue, when everyone exits at the same time. Instant CTD

No, Just when entering the cells of any main city and a few towns. With Live Another Life I have been able to test it with things like Start on the stormcloak side of the war and go immediately into WindHelm. Im fine in the palace and then the game crashes about 15 seconds after I am in the city. I have also tested it with coc teleports to many small cells in cities, like taverns around the world, or shops. All work just fine until I step out into the city. About 15 seconds and then it freezes and crashes. The 15 seconds run fine. Perfect 60fps, no frame drops and quick load times. Not an instant CTD, but a quick one, still. Out in the wilderness is fine too, like traveling between cities. So If I choose to be a forsworn or something in the wild with Live Another Life, no crash until I head to a city or anything like that- same as how I describe. Even the populated outskirts of Whiterun are fine. The issue comes out only once I enter a city or big town. I have also tried the vanilla start, just out of curiosity. With Helgen being an open City, I thought it would be okay, but unfortunately it crashes right before we are about to enter the gate. The actors loaded in right before the crash are a female general and a Imperial Soldier on horses to the right when you enter the gate. I have a feeling its specific NPC's that are giving it problems, but I dont have any NPC mods that are outlandish. If there were an issue with my body/armor replacers or my skin texture, Id think it would crash at character creation. But in the live another life starting cell, It never crashes once.

For the next few days, I will be updating this topic on attempted troubleshooting for my game, in hopes to shed some light on the situation.

Hmm... I had similar problems when I was running LAL. When I was in Solstheim, I could move freely but couldn't get off the island. When I was on the mainland I couldn't go anywhere near the cities. I ended up uninstalling it and have had no similar problems since.

Alright, I will go ahead and try disabling that when I have the chance and let you know what happens. I hope it is something as small as that.

IMHO tweaks like this aren't needed in Skyrim SE. They might have been useful in "Oldrim". In SE I'd simply let the game "do its thing" and mess around with settings like these as little as possible.

 

Since you have trouble with loading, I'd recommend SSE engine fixes. At least worth a try.

 

OFC you have to troubleshoot yourself by disabling/uninstalling possible "culprits" and testing. Unfortunately, 3BBB would be a possible candidate if you're on a weaker rig. If you have a lot of NPCs around you, among them also females, there's a lot of physics stuff to calculate... Maybe you can use the "CBP only" setup from 3BBB for testing and see if it makes a difference.
