Fomods Bug?

I freshly installed Skyrim and the latest version of SKSE today on my computer and I've ran both of them to initialize the files and what not before downloading the latest version of Vortex (1.3.13) from the Nexus page and installing it. Vortex registered both Skyrim and SKSE just fine. I can install regular mods that don't have a fomod installer without any problem, but when I try to install a mod with a fomod installer and click the [Next] or [Finish] button if it's only one page I get a weird 'perpetual spinning death wheel of doom' every time no matter what mod I try to install, and sometimes the entire Vortex window will flicker like a stalling internet browser window, even when Vortex is the only program I have running. I can't close the fomod installer window when it does this either, the only thing I can do is force Vortex to close by right clicking on the Vortex icon on my tool bar and clicking [Close Window]. When I say 'perpetual spinning death wheel of doom', I mean the little 'thinking wheel' will spin for over half an hour until i force close the entire Vortex window.

 

My internet isn't great but it's not bad either, and all the mods I'm installing were downloaded today and are the newest stable versions available. I've used the same mods before but wanted to play a fresh game so I disabled, uninstalled and deleted all my mods properly before uninstalling Vortex, SKSE and Skyrim and reinstalling the three of them today as well as a couple of mods once I got Vortex up and running. I tried testing everything on my second computer and I was able to install all the mods I wanted just fine, it doesn't have this bizarre fomod installer bug. Unfortunately my second computer can't handle Skyrim so I can't play on the game on that computer. I even briefly tried switching over to Mod Organizer 2 but I really dislike who unintuitive it feels compared to Vortex which is much more user friendly for me.

 

In short, I have absolutely no idea what's wrong or how to fix it and would appreciate any help anyone can give.

For reference, mods that I currently have installed are "Lore Weapon Expansion" "Weapons of the Third Era" Royal Armory - New Artifacts" and "Heavy Armory - New Weapons", the mod that is currently giving me issues is "Weapons and Armor Fixes Remade" but literally any mod that has a fomod installer gives me the same problem.

Do you have Windows Defender on the new computer?
If so, try turning off of "Controlled Folder Access"

If FOMODS work on one computer and not the other, then it's not a 'bug', it's a problem with the computer it doesn't work on.
If it was a bug, it wouldn't work on both computers.

Soi waht is different between the two computers?
AntiVirus? Version of WIndows? etc?

The thing is that there is no difference between my computers, other than the fact that the one the FOMODS aren't working on is a Toshiba laptop while my second computer is a Lenovo desktop. I have the same AntiVirus programs on both computers with the same settings and they both have Windows 7 OS, Windows Defender is also turned off on both computers. The FOMODS were working on the laptop at one time but suddenly stopped out of nowhere. I hadn't changed any settings on either computer, nor had either of them gone through any kind of system or AntiVirus update, so I have no idea what happened to make them stop responding on the laptop.

did you clone the disks or something? as i find it incredibly difficult to believe that they are 100% identical.

Well no, but I literally have all the same settings for both computers since I regularly bounce back and forth between them, the laptop is the only one I can play Skyrim on but the desktop is the only one I can watch Youtube and Twitch and stuff on. The FOMODS were working just fine on the laptop like a week or so ago but stopped working for no apparent reason. I've gone through my AntiVirus settings on both computers and they're all the same as they were before. I've tried uninstalling and re-downloading the mods, Vortex and Skyrim (and SKSE) multiple times but can't seem to get them to work.

i'm struggling to follow you. your initial claim was the two computers are identical, which it seems they're obviously not.

the issue isn't vortex, its something on your systems. if the same file works on system 1 but doesn't work on system 2 and the file is identical in every way, as in you downloaded it from the same source, it contains the same files and has the same checksum, then the problem is quite clearly a configuration issue in one of your computers.

 

Until you figure what that that configuration issue is, you're gonna be stuck with your issue.

I am not the most tech savvy person, so as far as I can tell from looking at my settings everything is the same. I have no idea what you mean by configuration, I don't know how to check that. My computers haven't downloaded a system update in a long time and the FOMODS were still working after my AntiVirus programs had an update, but none of my settings have been changed. I don't know how to clone a disk, I know what it means but no idea how to do that, and I'm not sure if it would even be a good idea to do it since the two computers have a different memory size. Both computers also have different graphics cards.

Is that in Vortex or computer settings, HadToRegister?

 

Edit: Found it in the Vortex settings. Gonna try to install something now.

 

Edit 2: Well, the flickering is gone but I've still got the 'spinning death wheel of doom', its been spinning since I tried to install a mod thirty-ish minutes ago.

 

Edit 3: I was able to close the FOMOD installer without having to force Vortex to completely shut down but the little 'thinking wheel' just kept spinning right up until I shut the installer down after waiting roughly an hour to see if it would do anything. I'm gonna try to uninstall and re-install everything, Skyrim, SKSE and Vortex and the "Weapons and Armor Fixes Remade" mod and install that mod first to see if it will work, it'll take hours, I'll post again when I have results.

 

Edit 4: The flickering is back although I still have "Enable GPU acceleration" turned off but the FOMOD installer for "Weapons and Armor Fixes Remade" seems to be working for some reason. I have no idea why it's working again. I have nothing else installed except Skyrim and SKSE and the only setting I've changed is the GPU acceleration, nothing anywhere else on my computer has been changed. I wish I knew what had happened.

Edit 5: Got rid of the flickering by turning "Enable GPU acceleration" on and off a couple of times but had to uninstall "WAFR" because I realized I'd chosen "Install All Options" instead of "Customize" in my excitement that it was working aaand now I'm back to the "spinning death wheel of doom". I have no idea what to do anymore.

Well it's still borked. The "spinning death wheel of doom" has been spinning for over an hour now since clicking the [Texture Styles] button after selecting [Customize Options] in the "Weapons and Armor Fixes Remade" FOMOD installer. It worked when I chose [install All Options] just fine, but I don't want to install all of the options. I guess I'll just have to try to install it manually, but I have several other mods with FOMOD installers that I want to install and I'm not sure how to install them manually. I know that you can manually install mods through Vortex, but I'm not entirely sure how to do that for all the mods I want to install as I want custom options for most, if not all, of them as I wasn't able to find a guide on how to manually install them when I tried searching the net, like "Dual Sheath Redux".
