Vortex Can't find Skyrim: Special Edition

As the title says, Vortex will not find my special edition .exe, although it does find Skyrim (original release) just fine. Both have been installed on the same disk and steam library/account. I would really like some help getting this working if anyone has tips; here's some things I've already tried:

- updated Vortex to most recent version

- made sure hidden games were visible

- restarted Vortex (multiple times)

- reinstalled Vortex (all files, fresh install through Vortex Setup) multiple times (version 1.3.13)

- reinstalled SSE (all files and deleted Cloud/Download data with Steam)

- moved SSE files/folder

- scanned specific folder (Full scan search path) (D:\SteamLibrary\steamapps\common\Skyrim Special Edition)

- verified extension Game: Skyrim Special Edition is enabled (also doesn't work when disabled)

- launched SSE, made sure it's functional and stable

Not sure what else to try here, I appreciate any help!

In Vortex, go to the EXTENSIONS TAB, check and see if the SSE extension is ENABLED

It appears to be, can't find an 'SSE' extension but the 'Game: Skyrim Special Edition' extension is enabled, same issue after disabling/restarting and then enabling/restarting again.

SSE = Skyrim Special Edition, I was just abbreviating it so I didn't have to spell it out...
