so this will fix my strange stuttering issue?
my issue happens after the 60 game hour benchmark for any character where i get 40fps then random drops to about 8fps for 3 seconds before returning to 40fps for another 3 minutes.

It could; it will help regardless but that will depend on why you are having these stuttering issues.

ah interesting; I wasn't aware Steam did that. Honestly I don't use timer res anymore; it was a helpful tweak I picked up when I was struggling for FPS. If steam does that; it didn't at the time.

Well with steam setting the MS and my interest passing at best I have elected to remove TimerRes entirely; mostly because it really isn't all that important anyway. The difference in performance is barely perceptible and as your friend on that forum pointed out, it doesn't always have the desired effect. It's not dangerous or anything as you well know(for the benefit of anyone else who may be reading); it's just that it's one of those things that should work that doesn't always.
