FO4 does indeed require steam, at least, the legit versions do. Count yourself lucky you were only banned from the Discord. Nexus takes a REALLY dim view of piracy, and will ban you outright if they believe you don't have a legit version of the game.

Fallout 4 can only be legally obtained from Steam.

 

You can purchase the key from any vendor (including Bethesda.net) but it must be activated on Steam.
