Magic and Shout learning system

I am an avid follower of Gophers videos and a couple weeks ago he made the following video:



This got me thinking about the general learning of spells and shouts. How unrealistic it all seems to just quickly you learn shouts and spells. With the shouts, yes they give the explanation that you are the Dragonborn but even then. This makes spells and shouts lose a bit of value and it also makes them rather static. So I thought why not have it that you still learn the basics so that you can use shouts and spells but they could be weaker in the case of shouts or even fail/cost more magicka when casting them for the first couple times.

 

Over time as you use spells and shouts more you would be more accustomed to them and slowly tap into it. But to really master a spell or shout so that you confidently rely on it you would need a mentor or master. There are NPCs for different levels of shouts and spells. Of course I dont want this to be only negative for the user of the mod so that once you have mastered it, there could be some kind of bonus like less magicka cost, faster casting time, stronger effect of the shout or a small passive bonus to make it worthwhile to invest your characters time to invest into the spell or shout.

 

With the help of a MCM Menu it could be easily customizable, so that the player can turn on and off any features they desire and change stuff like how fast you can learn spells and shouts before mastering them on their own.

Of course some kind of patch would be neccesary for mods that adds spells and shouts so that it affects all these as well.
