SSE More immersive ulfric's gag

Would it be possible to create a mod which makes available a version of Ulfics gag, that's classed as light armour, so you can equip it, and make NPCs / companions also equip it, using perks such as ATF, and Taylors Measure

 

Now for the more immersive part: could it be made so when it's equipped by an NPC / companion, their speech becomes muffled, like it would in real life, and when unequipped, their speech returns to normal, similar to the hostages in the Abandoned Shack, but more realistic
