LE Need help modding Skyrim SE based on system specs

I would like some help to put together a mod list or get pointed in the right direction pls.
I've got some general understanding of how to mod using both vortex and MO2.
(System Specs)
-I5 9400F
-GTX 1650 4GB VRam
-16GB Ram
