Though I bet it's because the skull shapes are different.There was a lot work they didn't do in this game that modders usually take the time to do: Adjusting the hair for both skulls, and making the clothing adjust to the size of the character properly (currently, all the female clothing resizes your chest to Medium, from small or large), or making the NPC clothing available for players.
