If you have Fallout New Vegas on Steam, Close Vortex, then delete the DATA folder in Steam\steamapps\common\Fallout New Vegas\ Then, right click on the game in your Steam Client, pick Properties, and select LOCAL FILES--------->VERIFY INTERGRITY OF GAME FILES Wait that won't get rid of the DLCs right? Never, ever, ever uninstall a mod manager without uninstalling the mods first. The ONLY thing you can do at this point is... 1. PURGE your Vortex installed FONV mods,2. Delete the Fallout New Vegas Data folder,3. have steam reverify the files so it downloads a clean Data folder4. Re-Deploy your mods in Vortex.
