There's also one other thing that happens: a random object on screen can rubberband with the player camera to create gaps of equal size in the water https://i.imgur.com/3z0c2Ex.png and the only example of this I have is this savegame snapshot.

Note: this happens in any type of water, happened in the beginning sewers. This is off a fresh game.

Please hep I wanna enjoy the game.

I do not know but I can make a wild guess, but I have seen similar, but in Skyrim.

You use some mods that do landscape changes and one mod that also has water in its name. Alivewaters_ nofish.esp which is my top suspect. Well one of the those mods that fiddles with the environment or rather with landscape is the source of your problem I guess. Uncheck them and see what happens and if it looks better, then activate them one and one until you find the one causing the problem. While testing, you might need a fresh start as you cannot uncheck some of those mods midgame or from a save game as then the save will not load at all as I did try some of those mods myself and I got other problems so I flushed them and started all over. Oblivion is sensible of which mods you try to combine so I suggest, fiddle with the landscape as little as possible... ;) I do use a mod that gives more clear water and less fog in it and it works great.

Well... To save myself some pain, I used this guide https://www.nexusmods.com/oblivion/mods/49280?tab=description.

I have both an empty modlist savegame outside of sewers and one made with mods, both newly made.

The mods load in the empty modlist savegame just fine, but the issue persists, be it without Alivewaters or with. Same with the modded save.

I don't know, maybe the oblivion reloaded lite did it?

--- And this is some hours later post-testing removal: it was that. I updated it and it works now, noticed others had the issue in the comments of it too.

Ahhh. Good. :) I do not use those myself as I do not want anything to conflict with my current mod list as i do have enough stuff anyway. I was tempted to use some landscape changing mods but it is best not too...
