Prophet quest won't start, on both sides

My Skyrim Special Edition refuses to start the "Prophet" quest from dawnguard, on either faction. Both Vampires and Dawnguard won't continue their respective questlines.
I've tried a lot of solutions with console commands as I couldn't find any mods relating to this specific bug that would fix it.

The workaround I found involved skipping the Prophet quest altogether, but then a problem involving Serana came up.
So I would use these console commands to skip prophet:
completequest DLC1VQ03Hunter
completequest DLC1VQElderhandler
completequest DLC1VQElder

Then used setstage DLC1VQ04 10 to start "Chasing Echoes"

and after finishing "Chasing Echoes" with no hitches, because Dexion doesn't exist I had to spawn him via console command,

 

Then I used setstage DLC1VQ06 10 to continue the quest, as well as spawning in myself the Elder Scroll for the quest.

 

Afterwards Dawnguard could be completed without any problems, but Serana as a follower became broken.

Basically Serana throughout the entire questline and afterwards will not trade items nor let me command her to do things.

I'm thinking that by skipping "Prophet" some flags didn't get marked, which prevents me from using her as a full follower.

 

Is there a solution to this so I could start using Serana as an actual follower again?

Oh I should mention that the "setstage" nor the "startquest" commands do not work with "Prophet"

Hi, I had the same problem and it drove me crazy. Luckily I found a fix for another quest here: https://forums.nexusmods.com/index.php?/topic/660986-cant-start-quest/

I did the same thing mentioned in that thread and created a quick .esp via the creation kit: https://drive.google.com/file/d/1NxyiRzVDj2hSCi09TPC49kZsx6MWN3OI/view?usp=sharing

 

While it doesn't fix the quest, it should let you apply the "setstage" command. I've only tested it on the Dawnguard side. It also fixes a bug where you can't trade with Serana if you brute force the quest by the "completequest" command (though you'll have to wait until the quest is complete before having her as a follower). You can also try testing which dialogues and event trigger with the "setstage" command, maybe we can isolate what's causing the problem...

So far I know that the Dragon Bridge carriage wreck and Forebears Holdout show up, though I had to console command in Dexion and the Weystone Focus. Also the follow-up quests should also automatically start once you "setstage" Prophet to 200. Lastly I tried flagging it as ESL but it caused some bugs with my HUD, so hopefully you have enough space in your load order.
