Skyrim CTD when I enter Inns at Night/ Gpu 100% usage?

Hello everyone. New to having a game modded. Cant figure out for the life of me why my game keeps crashing when entering inns at night. Trying to figure out why that is. This is the load order that Loot gave me.
mods not numbered remain unchecked.
Vanilla Install. Clean Install on seperate 1 tb hdd. This game and all modded utilities are the only things installed on the seperate hdd. Have 808 gb free from the 1tb
Any help would be appreciated. Fearing I may have to go through one mod at a time.

 

Also How can i lower gpu usage? Game uses 100% of my gpu. Is this ok?

Running skyrim at 4k res with reduced shadows, godrays view distance, enb basic (for fps) low dyndolod settings, etc.
