A problem with the DLC

hello, i'm having a problem with my Fallout 3. After few years of not playing Fallout 3, i installed the GOTY version.
i also installed some mods (FWE, FOOK2, MMM, CALIBRE, WMK, CRAFT, and other small mods)
i played for a few hours UNTIL i realised that my DLC is not activated
well, i activated it at FOMM, but there's no notification/quest/radio that's related to start the DLC
i tried to deactivate all the mods and start the game again, i received the notification/quest/radio for the DLCs. i saved the game, and activated the mods. BUT, when i went to the ferry dock to meet Tobar the Ferryman to go to Point Lookout, the ferry is not there
can somebody help me?

changed the load order like Rezubi said.. but still, the ferry is not there..is there any conflict between the mods i download with the DLCs?
FWE
FOOK2
MMM
Project Beauty
CALIBRE
CRAFT
WMK
Fellout
UPP
(i also installed the unofficial patch for FO3 and the DLCs)

Your problem could be your attempt to run FOOK2 and FWE together. As far as I know, no one has been able to accomplish this feat. You should choose one or the other. If what you posted is your load order, you are missing compatibility patches for Project Beauty, WMK, FWE or FOOK2 (whichever you choose).

so, if FOOK2 and FWE is not compatible, which one should I choose? And which one is better in your opinion?

I use FWE. I started with FWE, uninstalled it and added FOOK and had problems and uninstalled FOOK and went back to FWE. That is just my preference. ALso, move Streetlights.esm to load before Broken Steel. I suggest you download and use B.O.S.S. to set your load order. http://fallout3.nexusmods.com/mods/10193
