Skyrim cant talk to Paarthurnax and Serana, and can't loot dragons

Hey there nexus forumers, I have a big issue that I have been dragging around but now I am at a loss.

As the title suggests, I can't talk to Paarthurnax and Serana, and I can't loot dragons, and when I say can't I mean that there is not 'E' button option to press on, when I press on them it makes an empty selection thump sound.

Because of this, I can't talk to any of the dragons (Paarthurnax, Odahviing) hence I cannot advance in the main quest line, I've been dragging this problem for quite some time because I didn't care for not being able to loot dragons, and I first tried to fix the problem when I had to advance the Dawnguard quest line which I had to use console commands for because Serana doesn't have the 'E' option either.

Now I have pinpointed the approximate time of the bug occurrence but I don't exactly know how that will help me, maybe you guys can tell me something I can do with my saves?

Also the most important thing is that if I resurrect myself via the console there is no bug, but when I reload the it comes back again, and resurrecting myself is no solution because I can't bother with adding all my magic effects every time I load a save... (which is also very risky console-wise)

 

I have many mods on the game, but non of them are too fancy, no home abodes and no complete game overhauls and such, also I have quite a lot of experience in modding and I have checked every mods' compatibility, I cleaned what was necessary with TES5Edit, using BOSS for load order and Save REFS cleaner, so I do have pretty good mod maintenance, however I'm pretty sure that the problem has something to do with a script written into the save file (not sure) so I need a workaround because a fix might not be present, also I have tried running the save with no mods at all, didn't solve the problem.

 

Please help this is game breaking stuff!

What's your load order? Also, try a verify steam cache integrity:

I already verified the game cache, and I don't think it's a load order thing since I've tried disabling all the mods as I've explained before.

Can you post your mod list? I've seen this problem before being fixed but I don't remember the offending mod off the top of my head.
