Vault Security Helmet "buff"?

You can do this yourself very easily by playing with the item's stats in the GECK. You can download both the Fallout 3 and New Vegas Geck here.

 

Once you have it open, you'll have to choose an ESP as the active file. This is the ESP that the edits to the item you'll be doing will be saved in. You can create your own and just toss it into your load order, or choose one of the ESPs you currently have from other mods (Not one of the Masters in bold at the top.), and it will be saved to that on top of whatever the ESP already does.

 

Once you have your active file set up, the GECK will begin loading it. It may pause at 30-60% and stop as if it's going to crash or go unresponsive. This is normal. Just wait it out.

 

Once you have the object window up, click on the Armor tab under the Items tab. A list of all Items that the vanilla game has that will fall under the "Apparel" tab in-game will show up. (As well as whatever the ESP you loaded might have added.)

 

Simply find the item, the Vault 34 Security Helmet in the case of New Vegas - double click it - and edit it's stats to your heart's content. You can click "Name" to sort the items alphabetically to make finding something easier.

 

Once you have the item edited to whatever your desired idea for it might be, simply click the floppy disk at the top (That's the "Save" command.), or just close the GECK and click yes when it asks if you want to save the changes.

 

I could have done this myself, as could anyone that knows how to use the GECK.. but once you know how to do this for yourself - Absolutely any item in the game will be at your mercy. Teach a man to fish, eh?
