I am at a loss as to what could have caused your issue. If loading an old save works I suggest you try that else start a new game.

I know this is quite old, but in-case anyone finds this thread:

 

Go into your game, and hold "O" for FOOK options.

 

Click "FOSE Dependant OPtions and Features"

 

Click "Camera Options"

 

Then disable all.

 

Should fix you right up!

I had the exact same issue, and have been trying to look up a fix for this for hours. This completely fixed everything for me, thank you so much!
