I've tried removing mods (including Vivid Weathers). I'm not using an ENB. This first started happening just after I finished Night at the Museum. Here is my load order. Second, you can remove the when vampires attack.esp since it is obsolete. Third, the Dawnguard Map Markers mod must be the last loaded mod, otherwise it won't properly. I dunno if UFO is maintained anymore, but when I test it over 5 years I couldn't get it to work so I started to use AFT and still using it without having any issues with it. Also, when looking at the loadorder you have I would say, scratch everything and start over. When you say "scratch and start over", what does that entail? reinstalling all of them? Deleting and re-downloading?
