You are going to need to use the GECK, either the FO3 version or you'll need to load up TTW in your FNV GECK.

The first thing that you are going to need to do is look up Jericho's voice type. All of the voices are in \data\sound\voice\mod_name]\voice_type. I think Jericho's voice type is maleuniquejericho but you should double-check that. If so, then his voice lines will be in \data\sound\voice\fallout3.esm\maleuniquejercho\ (replace fallout3.esm with the appropriate mod name from TTW if you are doing this under FNV).

The second thing you need is the name of the sound file. You can probably do a search for a**hole and find the line of dialog fairly quickly (you'll just have to search through a bunch of a**holes, heh). The name will be something like convmegato_megatonhellores_000c867a_1 where the name includes bits of the quest and topic followed by a unique hex number identifier. There will be two files with this name, one with a .ogg extension and one with a .lip extension. The .ogg contains the sound and the .lip contains the NPC's mouth movements. Extract the .ogg from the BSA that it is in.

Load up the .ogg in Audacity, then export it as an mp3.
