I too came here after Googling how to get NPCs to cast a Candlelight spell on themselves. Pretty sure it would have taken a long while to figure out an enchantment was the answer. Kudos to javaplaza... yes, duplicate the candlelight spell magic effect, start with the duplicate of that, not an empty magic effect. Then I think it was just one change to that, fire and forget to constant effect... then after that exactly what DrNewcenstein said. I placed the enchantment on a circlet, then poof, Candlelight.
