Character moving really slow. Nothing is fixing it.

On one of my saves my character moves very slow and choppy, no he is not on walk pressing caps or shift makes him go slower, not over encumbered, no diseases or anything reducing my movement speed. I've tried a few thing's and to report that Items with +movement speed increase it, movement speed on horses is unaffected, I can fast travel, other npcs are moving about regularly. I have reloaded the save mutiple times same thing. I've disabled all my mods and tried still same problem. I've even tried the console command for movement speed that had no effect. I've loaded in on other character's it affected them at first then went away after another load in. I've gone as far as reinstalling and still nothing has changed. I have no idea so if anyone could help me out as to what the problem could be and a solution to it that would be great thank!

I have the same problem and never had it happen before today. FPS is fine but it looks and feels like the character is being held back by a rubber band. It is not a over encumbered problem. Just the character is slower then it should be and gets really slow sometimes.

I think it might be a xbox 360 controller problem. Hard to test or with only one controller and the problem only happening the very odd time now but I think that is the cause of it at least in my case.

I've been scouting online for a fix to my problem. Basically, after playing Skyrim last night, I had an issue where after I reverted from Vampire Lord Form(I was in Blackreach doing the MQ) my speed drastically went up. I checked my "speedmult" with the console command "Player.getav speedmult" and it was 264. I thought that the Forceav command would fix it, but I was wrong. No matter what I tried, my speedmult would drastically change. I'm on a Khajiit character, and my speedmult is supposed to be 155 which is normal and not slow but not extremely fast either. However, when I randomly enter the game I get a speedmult ranging from 30-264. So I move about as fast as a turtle most times, and on the rare occasion I get the above 155 scenario, I move like a cheetah. It's extremely annoying. Also, the other glitch that occured(once again, side by side with this glitch) is that it DOUBLED the effect of every magick enchantment and spell(i.e Necklace of Mara made Restoration spells cost 20% less than 10%, Close Wounds did doulbe it's magnitude without perks, etc.) After trying everything, I narrowed it down to being a problem when turning into the Vampire Lord,as the problem only started AFTER I reverted form. The sad thing is is that I have no previous save to revert to, meaning that the only other fix I have is sto disable my mods and see if uninstalling one of them would fix the issue.
