Scenario building thought exercise

Okay, let’s assume for the sake of discussion you the player (aka the Sole Survivor) have aligned yourself with the Institute and have eventually become the Director. Let’s further assume that you truly believe the Institute is mankind’s greatest hope for the future. Your mission, should you choose to accept it, is to use the Institute’s knowledge, technology and resources to improve the quality of life for the people of the Commonwealth. Keeping in mind the constraints of FO4’s settlement system, what would you do to accomplish your mission and in what order?

Well, since the institute has essentially unlimited manpower..... I think the first thing that needs to happen is for various groups, Raiders, Gunners, Railroad? to be brought under control, or just outright eliminated. Law and order needs to be restored, and the institute most certainly can come up with the manpower to accomplish that.

 

With that threat eliminated, it makes it much easier for the populace to concentrate on improving their lot in life. (not being in fear for your life every second of the day would help a LOT) So, food and shelter would be next on the list. The institute has some interesting technology to assist in that area as well.

 

Once folks are safe, (relatively) fed, and have a place to hang their hat, I think education would be next up on the priority list.......

A key narrative consideration you need to address is the ongoing policy and purpose for synths vs locals.

 

Are you still replacing local humans with them (why), just using them for slave labour (what jobs do local humans do then) or are they done and decomissioned ?

Good point SKK50. Clearly, the Director would need to issue policies within the Institute to reflex the new direction. An Information campaign would be needed to sell it to the citizens of the Commonwealth. Actions speak louder than words, so the Institute would need to prove they could be trusted. Of course, not all of the Directorate might agree with the changes, so there could be tension within. Deliberate sabotage, assassination attempts and other things could occur as the new policies were implemented.

 

Just a simple thought exercise serves to illustrate the complexity of "game" design, or in this case a concept for a mod.

I would slowly over time replace most of the Institute Humans with Gen 3 (and maybe even Gen 4 when those are a thing!) Synths, and inter-grate them into society to aid in humanity's recovery.

All whilst removing the bad parts of the Institute since after all, The Tech,Knowledge of the Institute is perfect and great its just they're methodology.

Most of the folks in the institute are scientists of some flavor or other, after all, they have synths to do the grunt work around there. As they have grown up in a VERY controlled environment, not sure how quickly they would be willing to resort to violence to further their position. At least, amongst other of the institute. I would imaging that most of them have never even handled a weapon, let alone killed someone....... Don't the synths also provide security on the inside?

Whatever grand plans you may want to implement as the Director, first, you will have to get rid of the SRB, or at least get it under control by replacing the current chief who really dislikes the player. It could still be used, but used to police the synths and nothing more, since another plan would be to give the Gen 3s a choice to stay or leave. If they stay, they will have jobs and receive compensation (not sure anyone is being compensated there-which may represent another issue: scientists wanting to leave or and sell their knowledge to Diamond City, BOS, or whomever. If I had been stuck there since birth, I would want to be able to get out of there to see if indeed it is as bad as most people of the Institute have been lead to believe. With knowledge and protection, you could do very well in the Commonwealth.

 

I would stop production of Gen 3s as they are too close to being human and work toward things like providing better health for actual people. The older generation synths can be produced to do labor such as farming and infrastructure as they are simply machines in that they have no understanding of their existence.

 

The Institute should work with Virgil to see if they can reverse the Super Mutant mutation that they created, and if not, eliminate the threat.

 

The Gunners need to be addressed whose long-term objectives seem to be control of the Commonwealth. Besides the BOS, they represent a large threat to the Commonwealth's ability to grow into a prosperous place. Thuggysmurfs mods suggests that someone is behind the gunners. It needs to be fleshed out better. Whose to say that, like the Institute, there is another faction out there pulling strings and sowing seeds of discontent and using the Gunners to do the dirty work.

 

Education as mentioned before, especially educating those nut-ball children of Atom as to what an atom actually is.

 

Finally, get someone to clean up all the damn trash!!! Over 200 years and even with all those NPCs sweeping, there is garbage everywhere, like a sanitation worker strike in New York. Can you even imagine how bad it must smell in Diamond City???
