If you've ever played Saints Row 3 or 4, you'd know there's a cheat that turns all of the civilians populating the city from normal civilian playermodels to the various pimp, hooker, and stripper playermodels found in the game. So, in homage to Steelport, everyone's other favorite sex-crazed city, why not a "Pimps and Joytoys" mod for shits and giggles? I mean cmon, Cyberpunk's got a dildo sword too. I think there's enough for the fem playermodels from the strippers at Club Empathy, to the Joytoys down JigJig Street, and even a few others both in and near Gomorrah right across from Vik's/Misty's place. Hell if it's an option there's also the water tank dancers at the Afterlife (although I think they look almost exactly like the Empathy girls minus the breath mask). Seems like there might be less options for the male playermodels, but, if anything, there lies the other half of what the original SR cheat did: it also changed the pop from about 55/45 male/female to I want to say about 75/25 fem/male.

Honestly, no idea if it's even possible to manipulate these types of files and spawn systems with this game but you know what they say: "You miss 100% of the shots you don't take. -Wayne Gretzky" -Michael Scott
