I don't have the exact answer to your question, however, here is a rough estimate based off of Tom's Hardware's GPU Benchmark and Hierarchy.

The first list shows GT 1030, Vega 11, and Vega 8 to be very close to each other.

If you then scroll down much further or do a page search for GT 1030 you will find the legacy card list.

 

Vega 8 is equivalent to these legacy graphics cards

 

GT 1030 ( On -) RX 550 GTX 465 R7 360 GTX 460 (256-bit) R7 260 GTX 285 HD 7770 9800 GX2

HD 6850

You can see that those graphics cards rank between Very High and Extremely High settings.

 

You should be able to play a fully modded out Skyrim fine but it wouldnt be unreasonable for you to see performance loss down to 30FPS.

 

How can you get more performance?

 

Ryzen CPUs and their on board graphics benefit significantly from higher speed RAM.

If your RAM speed is greater than 3200MHZ you should be getting the majority of the value out of your CPU and Graphics.

You can also go into the your motherboards BIOS/EFI on boot up and turn the XMP profile on for your RAM.

Because there are thousands of RAM products it is impossible to know how well they will work with XMP, so you may have to turn it back off if it causes system instability.

 

Finally, Ryzen CPUs are very easy to overclock to get more performance.

If you do not know how or have little computer knowledge, then you should seek a professional or an experienced person to do it for you.
