I can't update patch to 1.9

Hello, I used the Gamestop App to get my copy of Skyrim (I don't have a disc, basically.)

 

I've been searching google for weeks, on how to download the 1.9 Skyrim Legendary patch but I can't find the download area on Steam itself, And I can't find anywhere on the net to download it (Atleast not any places that don't look like a viral den of hackers)

 

Where do I go on Steam do download the 1.9 Legendary Skyrim Patch?

On a side note, I do have my steam setup for auto updates, I've tried the Steam > Steam Client Update Check, etc and it says its up to day, but my skyrim properties show it as this: 1.3.22.0

 

Any and all suggestions would be helpful.

 

Also I'm somewhat confused, the SKSE most recent patch says it requires patch 1.9 for skyrim, and to the best of my knowledge (As stated above) I only have patch 1.3 BUT my SKSE and Trade and Barter work perfectly..

I'm not at all sure about the gamestop app, but I am hoping you have a legal version. Skyrim only works through steam, so did you register your game through steam? If so, all you need to do to get the patch is log into steam and make sure you are in online mod. Steam will automatically download the patch.
